Calls one of the handlers based on the given transaction method.
Parameters
- handlers: TransactionHandlers
  Handlers, use an intersection of other modules' ConsensusTransactionHandlers types to initialize the fields.
- tx: ConsensusTransaction
  The transaction
Returns boolean
true if the transaction method matched one of the handlers
